This could be achieved through an open system that would allow the police service to get feedback from the external environment related to inputs and outputs and then carefully analyse this in order to operate more effectively and independently especially from political intervention. The control feedback is structured in such a way that is cybernetic in nature where the external agencies play the informing role and the police would act on such information in executing their duties.
